he National Council on Ethics in Human Research (NCEHR) was founded in 1989 to support the interpretation and implementation of ethical guidelines on research involving human subjects. Originally, the name of the Council was National Council on Bioethics in Human Research (NCBHR). In December 1997 it was changed to National Council on Ethics in Human Research (NCEHR) to reflect its expanded mandate (since 1995). All publications that were published before December 1997 use NCBHR=s name. Since its creation, NCEHR has served an advisory role to local institutional Research Ethics Boards (REBs), which assess the ethical acceptability of research with human subjects, and has generally sought to foster education, dialogue and understanding on research ethics. Council publications include a journal, NCEHR Communiqué, proceedings from national workshops, bibliographies and study papers.
