man_a.jpg (1392 bytes)s we approach the publication of the new Code of Ethical Conduct for Research Involving Humans, prepared by the three Canadian Research Councils, the NCEHR newsletter, Communiqué, prepares to turn toward a more educative mission. One of the major goals of our upcoming issues will be to introduce the readers to the new Code and, adopting a problem-based approach, to assist in its interpretation.

Over the last years, Communiqué has been largely distributed among health science REBs. They would usually receive a number of copies of each issue at no charge. In light of the new mandate of the Council and of the need to invest the bulk of the budget in a variety of educational activities, the circulation policy had to be revised. To this end, effective immediately, REBs will receive only five complimentary copies of Communiqué. If additional copies are needed, we encourage you to submit an individual or group subscription. As stated in previous issues, REBs are authorized to photocopy the material. We are doing everything possible to keep the subscription costs as low as possible.

Again, we wish to stress the importance of informing the NCEHR office immediately of any changes to your committee (i.e. change of chairperson, number of members, change of address, telephone or fax numbers, etc.).

Philosophy:
Communiqué serves both as a forum for debate of issues at the core of research ethics and as an official vehicle for Council positions and activities. Views expressed are not always those of the Council. Communiqué aims to have a balance of views in contentious areas, and to provide enlightening reading by seeking several divergent opinions wherever possible. Since research ethics transcends national boundaries, international perspectives and materials are welcome.

Letters to the Editor: Communiqué will carry comments, criticisms or questions about articles published. The original authors will be asked to respond to such letters as appropriate. Decisions as to whether to publish letters to the editor will remain the prerogative of the editor of Communiqué, but if the writer believes that the editor is seriously in error in refusing to publish correspondence, an appeal can be made by the writer to the Chair of the Communications Committee. The editor reserves the right to edit or abridge such letters due to space limitations. To be considered for publication, letters must not exceed 300 words.

Subscriptions: Communiqué is published twice annually by NCEHR. A one-year subscription is $20.00. A two-year subscription to Communiqué is $35.
